Can I get a South African tax-residency certificate from SARS?

Direct answer
SARS provides a Tax Residency Certificate service for taxpayers who need evidence of South African tax residence for a foreign authority, bank, employer or other official purpose. Requesting a certificate is not a shortcut to creating residence. SARS considers the current process, taxpayer details and residence facts, and may ask for more information.
Do not confuse this certificate with a Tax Compliance Status PIN, an immigration certificate or a statement that every foreign tax authority will accept it. Ask the requesting organisation what period, wording and original or electronic form it requires before you submit a request.
What this means in practice
The certificate should match a specific use. A foreign revenue authority may need proof for a named tax year, a treaty-relief claim, bank account opening or payroll arrangement. Keep the request letter or portal instruction that shows the purpose. If it asks for a particular period, do not submit an undated request without explaining the relevant dates.
Review your SARS profile before applying. Make sure your name, identity information, contact details, tax reference and return position are accurate. A mismatch between your passport and eFiling profile, an outstanding return, or unresolved correspondence can interrupt the process. Correct factual errors through the right SARS process rather than attaching contradictory explanations to the certificate request.
A certificate is evidence for the purpose for which it was issued. It does not automatically decide dual residence under a treaty, foreign source rules or an individual income item. If the request is connected to a treaty, keep the foreign country’s requirements, the current treaty text and a separate factual residence file.
Step-by-step
- Confirm the receiving organisation's requirement.
Obtain its request, period required, language expectations and whether it needs an original, electronic copy or verification method.
- Check the SARS profile and compliance record.
Review your personal details, tax reference, returns, assessments and open SARS correspondence before applying.
- Prepare residence evidence.
Keep a factual file showing your South African residence basis for the requested period. Do not send irrelevant documents without an explanation.
- Use the current SARS request channel.
Follow the Tax Residency Certificate process shown by SARS, including eFiling where available. Save confirmation screens and case references.
- Respond carefully to follow-up requests.
Provide legible, complete documents and state the requested period. Keep copies of every response.
- Preserve and use the certificate correctly.
Save the issued certificate, its issue date and any validation detail. Give it only to the requesting organisation for the purpose identified.
Documents and records to keep
- The foreign authority, bank or employer request.
- Passport or identity records matched to the SARS profile.
- Relevant return submissions, assessments and SARS correspondence.
- Residence chronology and supporting tax records where requested.
- Application receipt, case reference and issued certificate.
Important limits and exceptions
SARS can request further information and a certificate is not guaranteed merely because an application was made. This article does not state processing times or decide residence. A taxpayer who has ceased residence, is dual resident, moved during the year or has strong foreign connections should obtain advice before treating a certificate as a complete answer.
Do not send a Tax Compliance Status PIN when the recipient asked for a tax-residency certificate, and do not alter or reuse a certificate for another period without confirming the recipient's requirements.
Use secure document handling. The certificate and application may contain your tax number, identity details and international tax information. Save an unaltered copy in the tax file, record when it was sent and avoid sharing it through an unsecured group channel. If the recipient cannot validate the document or asks for updated dates, return to the current SARS process rather than editing a PDF or reusing a document issued for a different request. Preserve the correspondence explaining the requirement.
When to get tailored advice
Get advice where a foreign authority requests treaty-specific wording, residence is disputed, a family or home is split between countries, or the request is linked to cessation of South African residence. TaxProof can help organise the application file.
