What does the 20-certificate limit on the SARS IT3-01 mean?
Can an institution use the IT3-01 form if it has more than 20 third-party certificates to report?

Direct answer
No. SARS states that a maximum of 20 supported IT3 certificates can be submitted on the IT3-01 form using eFiling. If the reporting population exceeds that limit, select an approved bulk channel rather than fragmenting one population merely to stay below the form limit.
The limit is about certificate count, not the number of customers, accounts or rows in an internal spreadsheet. Establish the actual number of reportable certificates after applying the relevant business requirements specification.
What this means in practice
A small institution may start with IT3-01 and later outgrow it. Make the channel decision early enough to complete enrolment and testing before the submission deadline.
Document the count and the channel decision. That record helps explain why a population was manually captured or transferred as a file.
Step-by-step
- Identify every potentially reportable record for the period.
- Apply the certificate-generation rules for the relevant IT3 type.
- Count the resulting certificates, not just customer profiles.
- Use IT3-01 only if the final count is 20 or fewer.
- If it is higher, compare HTTPS and Connect:Direct requirements.
- Allow time for enrolment, file building and testing.
- Reconcile accepted records back to the same final certificate population.
Documents and records to keep
- Certificate-count working paper.
- Channel-selection approval.
- Current business requirements specification.
- Submitted population and response files.
- Final accepted-record reconciliation.
Important limits and exceptions
The threshold does not excuse a small reporter from the technical and accuracy rules.
Do not create artificial customer or reporting-period splits that make reconciliation harder or conflict with the SARS specification.
When to get tailored advice
Get help before the deadline if the population is close to 20, growth is expected or the organisation has never enrolled for a bulk channel.
