How do I submit a SARS traveller declaration through SATMS?

Direct answer
SARS describes the South African Traveller Management System, or SATMS, as the primary electronic method for traveller declarations. Where the electronic route is available, a traveller can access the declaration through an official QR code, the SARS MobiApp or the SATMS app, then capture travel, goods and currency information and submit it before following Customs instructions at the port.
Electronic submission helps the process, but it does not guarantee clearance. A traveller must still declare accurately, retain relevant permits or records, complete any indicated payment where duty or VAT is payable, and present information or goods if a Customs Officer asks.
What this means in practice
SATMS is a traveller-declaration system, not an ordinary tax return. Its purpose is to support Customs declarations when entering or leaving South Africa. The information can include the traveller, journey, goods, currency and particular categories such as commercial goods, temporary imports or exports, items for repair, samples, restricted goods and declarations made for another person or an organisation.
Use a route you can verify. SARS says that a QR code displayed on its pamphlet can open the official declaration, and that the SARS MobiApp and SATMS app also provide routes. Do not scan a QR code in an unsolicited message or install an app from a non-official source.
The electronic declaration is not a calculation tool for every Customs outcome. It records facts for Customs. If the system indicates duty or VAT is payable, follow the current payment and confirmation prompts. If it asks for a Customs Officer, stop and comply rather than resubmitting different answers.
Step-by-step
- Gather the information before starting. Have your passport, contact details, itinerary, South African address information where relevant, goods details, currency details and any permit or commercial documentation available.
- Select an official route. You may use the official QR code route, the Traveller Declaration option in the SARS MobiApp, or the SATMS app. Read the applicable terms and conditions before proceeding.
- Create or access the relevant profile if the chosen route requires it. SARS's SATMS guide describes profile details including username, password, name, nationality, date of birth, address, contact details and passport information. Enter only information you can verify.
- Start the Traveller Declaration. Complete the traveller and journey details first, then work through the goods and currency questions. Do not assume a blank answer means no declaration is needed. Review every category shown by the current system.
- Describe goods accurately. SARS identifies categories including commercial goods, goods for temporary importation or exportation, goods for repair or remodelling, samples and prohibited or restricted goods. Have descriptions, quantity, model information and supporting documents ready.
- Complete currency information honestly. Capture the type, amount and capacity in which currency or bearer negotiable instruments are being declared when the system asks. The fact that currency belongs to another person or an organisation does not remove the need to disclose it where applicable.
- Review and submit. Check spelling, passport data, travel date and all declaration answers before confirming. Save the confirmation shown by the system and complete any payment direction only through the official route.
- Follow Customs instructions on arrival or departure. Keep the confirmation and supporting documents available. A Customs Officer can ask questions, inspect goods or require a different step. If SATMS is unavailable, ask for the current fallback route rather than assuming no declaration is required.
Documents and records to keep
Keep your passport, travel itinerary, confirmation record, invoices or goods lists, relevant permits, and records for temporary imports, exports or repairs. For a business traveller, preserve documents that establish whether goods are samples, commercial stock or equipment.
Protect account credentials. SATMS information can be sensitive, so do not share passwords or emailed OTPs. Where you have to correct information after submission, use the current official instruction and keep an evidence trail rather than creating duplicate declarations.
Important limits and exceptions
SATMS is the primary electronic method, but its availability and the route offered at a particular port can change. A paper TD-01 Traveller Card may be relevant where the electronic route is unavailable. Electronic submission does not remove any legal declaration, permit, payment or inspection requirement.
This guide does not estimate Customs duty, VAT, currency rules or permit requirements. Those depend on current law and the specific goods, amount and travel facts. Do not use an app confirmation as an assurance that goods have been cleared.
When to get tailored advice
Ask a Customs Officer for assistance if you cannot identify the correct declaration category or have goods, currency, temporary equipment, repairs or commercial items that may need further explanation. Get specialist support before travel where the goods are valuable or material to a business. TaxProof can help organise a declaration checklist, but cannot determine a Customs outcome or replace an officer's instruction.
